The short version: In phased or tall projects you may be offered possession on a Part OC. It can be perfectly valid — but only if your flat is inside its scope.
A Full OC certifies the whole building or project as fit for occupation. A Part OC certifies only certain floors or wings — common in tall towers built in phases.
A Part OC lets the covered floors be occupied legally, while the rest of the building is still under construction.
That your flat is within the Part OC's scope. That the pending construction won't disrupt your living. And that the balance OC is committed in writing.
Don't accept possession of a flat that falls outside the Part OC's coverage.
